I used to think the Baltic story was mostly about missing knowledge. More data. More reports. More projects.

Now I think the harder truth is this: the evidence exists, but the evidence-to-decision path is still fragile.

That is not a criticism of marine science. And it is not a criticism of the institutions doing the work. It is an execution problem across handoffs.

Where This Starts

The personal origin is in Borrowed Fluency: memory, food culture, and the feeling that restoration is not abstract if your family history sits on this coast.

That page says it directly:

  • this is not a generic market play
  • this is not a claim to replace science or policy mandate
  • this is a continuity and reuse problem between projects

I agree with that framing.

What The Gap Looks Like In Practice

The current failure mode is not "nobody is doing anything." The failure mode is "many useful things are done, but reuse is inconsistent."

Typical pattern:

  • One project produces a strong output.
  • Another project starts later and cannot easily find, trust, or adapt that output.
  • Teams rebuild context from scratch.
  • Decision traceability back to HELCOM indicators or BSAP targets gets weak.

This is what an execution gap looks like: not absence of effort, but loss of continuity.

Why This Matters

If continuity is weak, we pay an integration tax:

  • slower decisions
  • duplicated analysis
  • less comparable interventions
  • lower practical return from already-funded work

So the question is not only "How do we produce more knowledge?" The question is: How do we make existing knowledge reusable at decision speed?

What B1C3 Is Actually Trying To Do

Not field deployment. Not sensor operations. Not policy substitution. Not a heroic "we fix the Baltic" platform claim.

The practical contribution is smaller and more testable:

  • map reusable outputs
  • make evidence-to-decision chains explicit
  • preserve handoff continuity between project cycles

If this works, one project's output becomes the next project's starting point, not hidden archive material.

What A Credible First Win Looks Like

One validated continuity case:

  • an existing output
  • reused by a different project or actor
  • with documented decision trace

That is enough to prove this is not theory.

The Angle Going Forward

The Baltic does not need another abstract promise. It needs interoperable execution between what is known and what is done.

That is the angle I want this track to hold.
